Florida’s clinical compliance requirements for nursing students are guided by clinical partners, colleges, and state agencies. These institutions set health standards, mandate background checks, and establish onboarding requirements for students across the state. This system of rules can be complex to navigate, which is why we’re breaking them down below.
Clinical students must complete a Level 2 background screening through the Clearinghouse.
Healthcare providers comply with state regulations and set their own to mitigate risk.
Students may be onboarded in several months, but only if all requirements are met on time.
The laws that regulate background checks for healthcare students in Florida are Florida Statutes § 435, the Florida Care Provider Background Screening Act, and HB 975, the Cleared to Care Act. While neither focuses on clinical students, they outline background check requirements for healthcare facility personnel. Clinical students are considered personnel while in affiliation with healthcare providers.
Florida Statutes § 435 mandates that those affiliated with the Agency for Health Care Administration (AHCA)-licensed facilities receive a Level 2 background screening. Records are stored in a “Care Provider Background Screening Clearinghouse” to be shared between applicable agencies.
Florida’s HB 975 requires background checks for both initial licensing and renewal. Practitioners renewing their license can begin the process up to 90 days before expiration.

Florida hospitals often set their own clinical compliance requirements beyond state-mandated minimums. Internal risk management policies determine what additional requirements are set by healthcare providers. Here are two examples:
